fix: 金蝶付款结果回写开关注释纠正且环境配置默认开启

PaymentKingdeeResultTask 注释写「默认开启」与 @Value 兜底默认 false 矛盾，注释纠正为代码兜底关闭；
Nacos 三套配置（blade-dev/blade-prod/third-party-api）syncEnabled 默认改 true，按环境显式开启回写任务
