style(customer-archive): 调整表单项、页脚和列的间距样式

- 修复 archive-form__footer 页脚布局间距和定位样式
- 去除 .el-col 底部默认外边距，防止多余间距
- 注释掉 element-ui.scss 中 el-form-item 的 margin-bottom 样式，避免样式冲突
