fix(ui): 调整多处textarea组件的最小行数为2

- 统一将备注、详细地址、任务描述等多个textarea字段的minRows从3改为2
- 涉及多个业务模块，包括车辆、作业、数据记录、系统等
- 优化表单布局，提升视觉紧凑度和用户体验
- 调整内容不影响功能，仅样式属性的配置变更
