style(contract-manage): 优化合同管理标签样式和表单布局

- 为合同格式、法人章和一式字段添加统一的标签宽度72px
- 合同管理弹窗标签支持长文字自动换行，提升显示效果
- Vite配置中新增本地开发服务器端口设置及API代理规则调整，便于本地联调接口
