build(cli): vue 钉到精确 3.4.21

package.json 的 vue 由 ^3.4.21 收敛为精确 3.4.21，消除 @vue/server-renderer@3.4.21
想要 vue@3.4.21 的 unmet peer（此前 ^3.4.21 解析到 3.5.44）。
pnpm-lock.yaml 同步更新：仅 vue 家族版本变化，@dcloudio/* 版本集完全未变。
