refactor(home): 移除未使用的导航功能

- 删除未使用的 navTo 导入语句
- 注释掉政企采购专区的点击跳转功能
- 注释掉桂乐淘福利惊爆区的点击跳转功能
- 保留卡片展示样式但移除交互逻辑
