feat(config): 更新开发环境数据库和Redis配置

- 将数据库连接地址从 8.134.169.209:13306 更新为 47.119.165.234:13308
- 修改 Redis 主机地址从 8.134.169.209 更新为 47.119.165.234
- 保持原有的数据库用户名、密码及驱动配置不变
- 保留 Redis 端口 16379 和密码配置
- 维持原有数据源类型为 Druid 连接池
