fix(config): 更新开发环境数据库和Redis配置

- 将数据库连接地址从 8.134.169.209 更新为 47.119.165.234
- 将 Redis 主机地址从 8.134.169.209 更新为 47.119.165.234
- 修改 UserMapper 查询条件，使用 is_default 替代 template_id 进行过滤
