feat: 添加网宿软件的 HTML 结构和样式

- 新增 index.html 文件，包含基本的 HTML 结构
- 添加头部信息，包括字符集、图标和视口设置
- 设置页面标题为"网宿软件"
- 定义加载动画样式（.ele-admin-loading）
- 添加应用容器（#app）和加载动画元素
